Morocco Removes VAT on School Supplies to Lower Education Costs. Morocco has announced a significant policy shift by exempting a broad range of school supplies from Value-Added Tax (VAT), aiming to reduce education costs for families and stimulate local production.
This new initiative reflects the government’s commitment to making education more affordable and accessible to all.
The Moroccan Customs and Indirect Tax Administration, under the Ministry of Economy and Finance, unveiled a new list of school items that will no longer be subject to the previous 7% VAT.

Morocco Removes VAT on School Supplies : The Exempted Items
The exempted items include pencil sharpeners, modeling clay, paintbrushes, white and colored chalk, school bags, and pencil cases, which are essential for students across the country.
Other exempted supplies are notebooks, coloring books, and adhesive materials, provided the adhesive does not exceed a capacity of 36 grams or 120 milliliters.
Additionally, the exemption extends to imported school supplies that are specifically intended for educational use, ensuring that both domestic and international educational materials are more affordable.
This decision comes as a response to the requests and recommendations from education sector professionals who have been advocating for lower costs on essential learning materials.
By removing VAT from these items, the Moroccan government aims to lessen the financial burden on parents and students and support the overall growth of the education sector.
Moreover, the VAT exemption also applies to raw materials used in the production of school supplies.
This measure is expected to reduce production costs and encourage local manufacturers to produce more affordable educational materials, further supporting Morocco’s education system.
The updated list now includes a total of 36 items exempt from VAT. This exemption was initially introduced in the 2024 Finance Law, which eliminated the 7% VAT rate on school supplies and their related raw materials, marking a significant shift in the government’s approach to educational affordability.
With these changes, Morocco continues to demonstrate its commitment to education by making it more accessible for all, helping to build a more educated and skilled population for the future.
